Protestor in a "mutant" cow costume at the Capitol in Albany, NY
In October 1990, CARD members went to Albany dressed as "mutants", led by Lois Gibbs, the former Love Canal resident who headed the fight to evacuate Love Canal in the 1970s, a community built on a toxic waste dump. The protestors were unable to secure a meeting with Governor Cuomo, but staged a "Mutie Pageant" in Capitol Park and garnered much media attention.
